This workshop proceedings report summarizes discussions which took place on 28 May 2020 in a virtual workshop on regulatory framework for e-commerce development in CAREC, co-organized by the CAREC Institute and the Asian Development Bank Institute (ADBI) in collaboration with the Asia-Pacific Finance and Development Institute (AFDI).

The CAREC Institute workshop proceedings report on “Climate Change Regional Policy Dialogue: Learning from the COVID-19 Pandemic” of 18-19 June 2020 provides detailed information about climate-informed investment options; integration of environmental, social, and governmental (ESG) issues in climate change policies; influence of COVID-19 on green bonds; cooperation platforms, etc.

The workshop report on the elements of road safety engineering summarizes the CAREC Institute’s online workshop of May 2020 for Mongolia’s Ministry of Road and Transport Development, traffic police, and road safety professionals. It also shares lessons and recommendations for future consideration.

The paper recommends further analysis for examining capability gaps of specialized governance structures at national levels, and regional focus of international cooperative platforms.

Our May newsletter narrates about Boao Symposium on Asian development prospects, SDG financing conference in Turkmenistan, several webinars on Covid-19 and its impact, workshops in e-commerce and road safety, among other events. Additionally, release of the Climate Vulnerability, Infrastructure, Finance and Governance research report is announced. And last by not least, MOU gets signed with Xinjiang Institute of Ecology and Geography to cooperate in research, capacity building, and internship program.

In the recent economic brief, our Chief Economist provides stylized “reaction functions” for the CAREC countries and - for comparison - a set of selected other countries by looking at the stringency of containment measures in relation to the number of confirmed infections.

Our April newsletter introduces CAREC Institute-ADB Visiting Fellow Program 2020 finalists, policy brief on e-commerce, Covid-19 recovery prospects in CAREC, and results of CAREC Institute participation in various webinars.

In a new economic brief, our Chief Economist explores scenarios for economic development and recovery with a focus on the CAREC region.

This policy brief sets out the key policy issues: how strictly the state must prescribe acceptable methods of authenticating text and transacting parties; what shall be done to promote privacy, to prevent cybercrime and to protect consumers; how to follow the leading international trends, while expressing some concerns about the ability of private and public actors to make safe choices and about the ability of some member states to administer an effective regulatory regime.

This proceedings report is a result of a videoconference titled Unlocking Private Investment in Sustainable Infrastructure in Asia which was co-organized by the CAREC Institute and the Asian Development Bank Institute with participation of the Centre for Economic Research and Reforms of Uzbekistan on 25 March 2020.
