This issue of the newsletter gives details of our TVET research, shares findings of the research on e-commerce infrastructure readiness in CAREC, and covers participation of our staff in international finance forum, SEZ forum, and several other webinars.

This policy brief on e-commerce infrastructure development in CAREC examines the economic factors and conditions in CAREC in terms of affordability and access to ICT to engage in online transactions, bandwidth availability, availability of online payment options, e-commerce platforms, delivery and logistics, economies of scale, etc. and draws conclusions to overcome challenges. It compliments the phase one research of the CAREC Institute where the state of legislation and regulation of e-commerce in CAREC was analyzed (in May 2020) and recommendations were issued to modernize and harmonize them to harness the opportunities of e-commerce.

Our second CAREC Quarterly Economic Monitor looks at economic developments in the CAREC region based on a full-year 2020 GDP, and fiscal and external economy data. Main conclusions include that the 2020 economic loss in the CAREC region was of a magnitude not seen since the early 1990s. The findings confirm that pandemics are extraordinarily costly not only from the point of view of lost lives, health, and social interaction, but also purely economically. Substantial public and private investment in pandemic prevention certainly pays off.

我院第二期《中亚学院季度经济监测报告》基于2020年全年国内生产总值（GDP）以及一些财政和外部经济数据介绍了中亚区域经济合作（CAREC）地区的经济发展形势。主要结论如下：2020年CAREC地区遭遇了自20世纪90年代初期以来最严重的经济损失。研究证实，新冠疫情全球大流行不仅给人类的生命健康和正常社交造成了严重影响，而且还迫使整个社会付出了极高的经济代价。这期间公共和私人在疫情防控方面的大量投资必定带来回报。

В нашем втором ежеквартальном экономическом обзоре ЦАРЭС рассматриваются экономические события в регионе ЦАРЭС на основе данных по ВВП за 2020 год, а также данных по бюджетной и внешней экономике. Основные выводы заключаются в том, что экономические потери в регионе ЦАРЭС в 2020 году были в объеме невиданным с начала 1990-х годов. Полученные данные подтверждают, что пандемии обходятся чрезвычайно дорого не только с точки зрения потерянных жизней, здоровья и социального взаимодействия, но и чисто с экономической точки зрения. Несомненно, значительные государственные и частные инвестиции в предотвращение пандемии окупаются.

This research report covers findings of population polls in Q1 2021 about public attitudes towards COVID-19 vaccinations in seven CAREC countries: Georgia, Kazakhstan, Kyrgyzstan, Mongolia, Pakistan, Tajikistan, and Uzbekistan.

Основная задача этого социологического проекта заключалась в определении основных позиций общественного мнения в отношении вакцинации от COVID-19 в отдельных странах ЦАРЭС и разработка набора рекомендаций правительствам стран региона для эффективного реагирования на обеспокоенность общественности при планировании и проведении общественных кампаний вакцинации.

stitute’s Annual Report 2020 provides overview of the Institute’s capacity building, research, and advocacy work in 2020, and offers outlook on year 2021. It summarizes the Institute’s work across numerous activities, such as COVID-19 related economic brief production for member governments; launch of CAREC Quarterly Economic Monitor; research on climate change, WASH, and legislative aspects of e-commerce; two research projects under the CAREC Think Tanks Network (CTTN), four research projects under the Visiting Fellow Program; establishment of e-Learning platform; delivery of 10 workshops and eight webinars; UN observer status acquisition, strategy mid-term review, and many more.

The paper on harnessing the role of technology in promoting safe tourism destinations in CAREC overviews losses incurred in the industry owing to the pandemic, discusses some deep-rooted challenges, lists benefits of technology application, and provides recommendations for CAREC members, also for multilateral development partners to revive the tourism industry and enhance its experience post-COVID-19.

This report summarizes the discussion of the virtual workshop jointly organized by the CAREC Institute and the Public Opinion Research Institute of Kazakhstan (PORI) delivered on 12 March 2021 with the aim to share the results of the vaccination perception polls in seven CAREC countries conducted under the CAREC Institute-PORI project. It provides differences, similarities, lessons for successful vaccination campaigns, and lists potential cooperation areas among CAREC countries explored.

The March 2021 conference tried to identify means to revisit and rethink past, present, and future of CAREC in the wake of the pandemic and catalyze research on acute topics including e-commerce taxation, e-government, fintech, tourism, debt sustainability, energy sector, workforce adaptability to the new normal, and many more. This report included the analysis and policy recommendations.
