The proceedings of the workshop on reforming state-owned enterprises (SOEs) summarizes contents of the September 2019 event organized jointly by the CAREC Institute and the ADB Institute.

The working paper titled “Regional Value Chains in CAREC: The Case of Kyrgyzstan Garment Industry” explores the role of Regional Value Chains (RVC) in promoting regional integration which is understood as a strategy that promotes the benefits of collective and collaborative activities among member countries through economies of scale, more vigorous intra-regional trade, expansion of markets, shared information platforms for exchange, and harmonized frameworks for social and economic interaction.

The October newsletter provides details of the Research Grants Program, narrates about the CAREC Institute’s participation in several high level forums, provides details of the energy security and DRR workshops, and highlights several working meetings in CAREC countries.

This policy dialogue proceedings emerged from a session on the Silk Road Knowledge Dialogue in the framework of the Tbilisi Silk Road Forum which was held under the patronage of the Prime Minister of Georgia, H.E. Giorgi Gakharia during 22-23 October 2019 in Tbilisi, Georgia.

Read workshop proceedings of a joint workshop of the CAREC Institute, the Asian Development Bank Institute (ADBI), the Ministry of Economy and Sustainable Development of Georgia, and the International School of Economics at Tbilisi State University (ISET) on the topic of comparison of economic integration in Asia and Europe held during 30-31 July 2019 in Tbilisi, Georgia.

The August Newsletter is dedicated primarily to the CAREC Think Tanks Development Forum topics which included trade, unresolved trade disputes, technological interventions, e-commerce and their impacts on the regional economy.

The paper presents CAREC country recommendations as per the CAREC Regional Integration Index (CRII) designed by the CAREC Institute based on the Huh and Park Asia–Pacific Regional Cooperation and Integration Index (RCI) which measures the depth and breadth of regional economic cooperation. The policy recommendations were presented at the 4th CAREC Think Tanks Forum in Xian, the PRC.

Under the CAREC Think Tanks Network (CTTN), the CAREC Institute has launched the Research Grants Program in May 2019 to support scholars and researchers from members of the CTTN to produce targeted knowledge products which would add to the body of knowledge on regional cooperation in CAREC.

The Chinese Academy of Fiscal Science (CAFS) and the CAREC Institute undertook a joint work to mark 40 years of the reforms of the People’s Republic of China (PRC), and share knowledge about the PRC’s policies and practices across a range of sectors including: public private partnerships, state owned enterprises, small and medium enterprises, e-commerce, fiscal policies, public sector reform, urbanization and municipal services, poverty alleviation policies, trade policy, and trade facilitation reforms.

Realizing its role as a knowledge arm of the CAREC 2030, the CAREC Institute partnered with the National Institute of Strategic Studies (NISS) of Kyrgyzstan to organize the 3rd CAREC Think Tanks Development Forum (CTTDF) in Bishkek in July 2018 with a thematic focus on building knowledge corridors along the Silk Road. Over 100 participants deliberated on the concept of knowledge corridors as an interconnected web of thoughts and ideas of knowledge enablers (government), knowledge articulators (sector experts), knowledge generators (research entities), and knowledge transformers (business sector) to translate knowledge into tangible gains and advance regionalism for shared prosperity. This report provides a detailed account of the third CTTDF event.

The CAREC Institute and the International Food Policy Research Institute (IFPRI) have conducted a joint study on review of trends, challenges, and opportunities for agricultural development in the CAREC member countries. This document presents country profiles included in the study. It provides information about land and water resources, macroeconomic trends, agricultural share in the overall economy, production and cropping calendars, food security, food intake and malnutrition, agricultural trends, constraints and potentials.
