CAREC Institute and Eurasian Fund for Stabilization and Development Forge Strategic Partnership

On December 4, 2024, the CAREC Institute and the Eurasian Fund for Stabilization and Development (EFSD) convened at the CAREC Institute headquarters to formalize their collaboration through the signing of a Memorandum of Understanding (MoU). This partnership represents a pivotal step in advancing regional economic cooperation, bringing together senior representatives and experts from both institutions to explore synergies and foster sustainable development across the region.

In his welcome remarks, Mr. Charymuhammet Shallyyev, Director of the CAREC Institute, underscored the productive collaboration between the two organizations to date, reaffirming their shared dedication to promoting economic growth and regional integration. “Our partnership has already delivered significant achievements, including the organization of the CAREC Think Tank Development Forum, joint research initiatives, and capacity-building workshops. The MoU signed today reflects our mutual commitment to expanding these efforts and addressing critical development challenges together,” stated Mr. Shallyyev.

Mr. Sergey Ulatov, EFSD Deputy Managing Director and Chief Economist, echoed these sentiments, emphasizing the complementary strengths of the two institutions. “We are enthusiastic about deepening our collaboration to tackle urgent regional issues such as climate change, economic governance, and sustainable development. This partnership creates a valuable opportunity to align our efforts for greater impact,” he remarked.

Throughout the day, the discussions covered a wide array of collaborative opportunities, including co-financing initiatives, participation in forums, joint research projects, and capacity-building programs aimed at bolstering the abilities of government bodies and other key stakeholders. The dialogue also delved into a comprehensive exchange on the research agendas of both organizations for 2025-2026, upcoming flagship events, and the shifting dynamics of international development cooperation. Particular emphasis was placed on improving data collection and sharing, expanding stakeholder engagement beyond governmental entities, and aligning efforts with the evolving priorities of regional and global economic environments.

The afternoon sessions facilitated in-depth discussions among various divisions of the CAREC Institute and EFSD representatives. These interactions focused on identifying potential areas for joint action, such as research on labor markets, the digital economy, and the impacts of climate change, as well as the co-development of capacity-building materials and strategies to enhance communication.
