The CAREC Institute Policy Dialogue Series: Policy Dialogue on Debt and Financial Sustainability in the EFSD and CAREC Regions

We are pleased to inform you that the CAREC Institute, in partnership with the Eurasian Fund for Stabilization and Development (EFSD), will be hosting a Policy Dialogue on Debt and Financial Sustainability in the EFSD and CAREC Regions. This online event is scheduled for May 13, 2025, from 14:00 to 16:00 (Beijing time, UTC+8), and will include simultaneous interpretation in Russian.

Debt sustainability is a vital concern in low- and middle-income countries, particularly in oil-importing with low economic growth, high interest rates and limited revenue generating natural resources. Debt management is the priority policy choice for the CAREC countries to maintain their fiscal health. Nonetheless, the magnitude of external and internal shocks depends on domestic fiscal policy frameworks and choices. To overcome the COVID-19 and fiscal crises, the EFSD and CAREC countries must have good debt management strategies and debt transparency mechanisms. Reinforcement of monetary, exchange rate, and fiscal policy frameworks can safeguard CAREC countries’ debt sustainability.

The dialogue will draw upon key research findings from the CAREC Institute, specifically the report titled “Country-Level Interest Rate Risk Impact on Debt and Fiscal Sustainability: Potential Use of Floating-Rate and Inflation-Indexed Liabilities,” as well as the EFSD Working Paper “Assessment of the Potential Impact of Natural Hazard Events on Debt Sustainability of Armenia, Kyrgyzstan, and Tajikistan.”
