17 Dec 2024

The CAREC Institute and the MCDF are pleased to announce the publication of the comprehensive report detailing the outcomes of the recent workshop on “Debt Sustainability for Central and West Asia,” held from November 18-21, 2024, in Urumqi, the People’s Republic of China. This workshop brought together a diverse group of policymakers, experts, and financiers to address the pressing challenges of debt sustainability and to forge pathways toward long-term economic stability in the CAREC region.

The report encapsulates the collaborative efforts and insights shared during the workshop, highlighting key discussions on debt management strategies, the importance of Debt Sustainability Analysis tools, and innovative financing solutions such as thematic and catastrophe bonds. Participants engaged in peer presentations that reflected on actionable insights and strategies, emphasizing the need for sustained dialogue and collaboration among stakeholders.

The necessity for capacity building among policymakers in the CAREC region has never been more critical. As countries face complex economic challenges exacerbated by external factors such as global market volatility and the lingering effects of the COVID-19 pandemic, equipping policymakers with the right skills and knowledge is essential for effective governance. The workshop underscored the importance of developing comprehensive, forward-thinking strategies that not only promote fiscal discipline but also improve transparency in debt management practices.

The findings and recommendations outlined in the report are instrumental in shaping the agenda for future training sessions, ultimately contributing to the development of stronger partnerships and promoting economic stability and growth in Central Asia and beyond.

This workshop is a prerequisite for the upcoming CAREC Institute School for Policymakers, which aims to develop skilled leaders capable of creating and implementing policies for both short- and long-term socioeconomic development in their countries and the CAREC region. The School will focus on critical thinking, analytical tools, and innovative solutions to address complex policy challenges amid rapid technological and societal changes. The CAREC Institute is committed to building essential skills in policy analysis, program evaluation, leadership, and negotiation. Its tailored training programs focus on the region’s current challenges, ensuring participants are equipped to tackle evolving issues and contribute to effective, progress-driven policymaking.
